The only games I ever have a problem with are the fx chip snes games, of which there are only a few, as well as a few unsupported NES mappers....

Why is a .deb needed? Why not just compile, enter src dir, grab binary, and move it to a custom directory in home? You don't have to make install.
Randomness is the cornerstone of a RPGs. I cannot imagine a RPG without it, from simple random things like whether an attack hits or misses to whether you'll be attacked by an enemy or not.

Have you tried using a different audio switch other than the default SDL?
You can do zsnes -ad then do sdl, alsa, oss, etc.
try zsnes -ad alsa
Otherwise, use XE from xe-emulator.com It...
It's easy. The original xbox controller is connected to the system by a usb cable. You can do it the easy way, or the hard way. The easy was is to simply cut off the end of the xbox pad as well...
Check the docs. There is a switch you can use when running zsnes to switch between alsa, sdl, and oss sound. One of them will likely wqork for you.

The best you're going to find is XE xe-emulator.com. I haven't found one rom that wouldn't play, and 60 sega cds so far work.
I would not use anything but XE. It emulates everything perfectly. I have not found a game or sega cd that would not work on it.
